Mercedes wanted to make a dramatic statement about how its new B-Class F-Cell car passes through the environment without leaving a trace, so it placed it behind an invisible LED curtain. We wanted to (not?) see that for ourselves at the Paris Auto Show, so took a quick tour of the magic LED cloak and the technology behind it. It doesn't work quite as well in a show hall as it did when we first saw it in its natural habitat, but the system was still a fun way to show off Merc's green ambitions. It works by passing video from behind the car taken with a Sony video camera through a laptop to a 200 x 300 resolution LED curtain. That makes the car blend in with its background, which is what such a car would do in the real world as far as its emissions go -- apart from a little water, of course. Pet Talk: Bonded pairs can bring twice the love into your home ...

Like any good couple, Hoagie and Olivia balance each other out. Six-year-old Hoagie is sweet, loyal and affectionate, while Olivia is feisty, spirited and playful. The two curl up together almost every night.

But while the two are healthy and would make great pets, they have been residents at Southwest Portland rescue Animal Aid since December 2010 ? likely because they come as a package deal.

It generally takes longer to find adoptive homes for bonded pairs. Yet many shelters are reluctant to separate them for fear of the emotional impact it would have on them.

?We get them pretty frequently,? says board member Katherine Hearn, ?and we keep them together. Our experience has been that it?s better for the cats than dogs to stay together if they?ve been together.?

Separating a twosome like Hoagie and Olivia, who have lived together since three-year-old Olivia was a kitten, would likely be devastating to them both.

Animals often go through a grieving process just like humans if they lose a companion.

?It can manifest in a few different ways, but sometimes they?ll just sit listlessly, lose energy, and they?re not interested in eating or playing,? says Kelley Tom, a volunteer with House of Dreams cat shelter.

For example, resident cat Montero is typically an energetic, friendly guy who enjoys a good belly rub. But after his feline friend got adopted, he took to slinking away in a corner or closet to sleep.

The shelter staff thought he was sick, but a veterinary visit revealed Montero was likely just missing his friend.

Shelter staff hadn?t realized how strongly he had bonded to the other cat, a female who had befriended most of the shelter?s other cats as well.

?The bonding was probably a lot stronger on his part than hers,? Tom says.

It?s hard to tell why animals tend to bond with each other. As with people, the attraction can be difficult to explain.

In some cases, they?re littermates or grow up together. Bonds can also form at shelters among unrelated cats.

These relationships aren?t always mutually beneficial, however.

At Willamette Humane Society, volunteer manager BJ Andersen recalled a pair of female dogs, a yellow Lab mix and a chocolate Lab mix, that came into the shelter together.

?The chocolate dog would just insert herself between the yellow dog and life,? she says. ?The yellow dog just ended up checking out, essentially, and just going along with the brown dog and whatever she wanted.?

When the yellow Lab was placed in a separate kennel alongside her pal, she became much more confident and eventually found a home.

?You?ll often find that kind of dysfunctional relationship in sibling pairs,? Andersen says. ?It works really well in cats, but not so well with dogs.?

The Salem shelter, which takes in bonded pairs about once or twice a month, evaluates whether the bond is truly beneficial for both animals before adopting them together.

Dachshund duo Tootsie and Annie are clearly compatible: Equally outgoing, they don?t fight over resources and share everything. The shelter made sure they went to a home that could take both of them.

Andersen cautions that there?s an important distinction between adopting two mature dogs and two puppies, which can be ?exponentially more work.?

On the other hand, Animal Aid encourages people to adopt kittens in pairs because they can teach each other acceptable play behavior and entertain each other while owners are gone for the day.

Lonely kittens are prone to making mischief when left to their own devices, and they can take comfort in each other?s company.

As for trying to bond your current pet with another animal, it can be tricky. You may want to introduce the partner pet very gradually, preferably in neutral territory.

Among rabbits, the bonding process can be so fraught with complication that experts encourage people to adopt a pair from the start.

?Rabbits are known to be cute and mild mannered, but anyone who has tried to bond two ill-matched rabbits together knows the opposite can hold true,? says Rabbit Advocates volunteer Tiah Keever.

Rabbit fights aren?t pleasant and can be brutal if one rabbit feels threatened by the other.

Conflict arises most frequently when their introduction is done abruptly. Male-male pairs are also more prone to conflict, especially if they?re unrelated, while male-female pairs tend to be successful.

Bunnies that do bond well tend to pair for life.

You can usually tell fairly quickly if two rabbits have good chemistry, Keever says. Look for signs that indicate comfort, such as nose-touching, ?flopping? (laying down in a relaxed manner) or self-grooming. If they groom each other, it?s likely love at first sight.

On the other hand, signs like biting, lunging, grunting, biting, or ignoring each other indicate the meeting isn?t going well.

Adopting an already-bonded pair may sound like more work, but the opposite may actually be true.

You can expect to purchase more food, pick up more waste and pay more for veterinary care.

On the plus side, they can play and keep each company while you?re at work or school. For them, a big adjustment such as a new home and family can seem less stressful when faced with a friend.

?The great part about bonded pairs is, they don?t exclude anybody else,? says Hearn of Animal Aid. ?They include other animals and people in their circle of love. It just increases the amount of love in the home.??

Tips:

  • Try to introduce a new pet gradually and on neutral territory if possible.
  • Reduce aggression and territorial behaviors by ensuring both pets are spayed or neutered.
  • Introduce as many potential partners to your pet rabbit as possible before taking a new one home.

Canada aware of two cyber attacks, won't say if China involved

OTTAWA (Reuters) - Canada said on Friday it was aware of an attempt by hackers to target a domestic energy company, the second time in 24 hours Ottawa had acknowledged a cyber security attack against a Canadian firm.

In both cases the Canadian government declined to comment on reports which suggested a Chinese connection.

The news comes at an awkward time for Canada's Conservative government, which is deciding whether to approve a landmark $15.1 billion bid by China's CNOOC Ltd to take over Canadian oil producer Nexen Inc.

Some Conservative legislators are wary of the proposed CNOOC takeover, in part because of what they say are China's unfair business practices.

Ottawa revealed the second case after being asked about a security report from computer manufacturer Dell Inc, which said it had tracked hackers who targeted a number of firms around the world, including an unnamed energy company in Canada. Dell said on its website that the hackers had used a Chinese service provider based in Beijing Province.

"The Canadian Cyber Incident Response Centre is aware of this incident," said Jean-Paul Duval, a spokesman for Canada's public safety ministry. Dell did not name the firm and Duval declined to comment further.

Less than 24 hours earlier Duval said Canada knew hackers had breached security at a domestic manufacturer of software used by big energy companies.

Calgary-based Telvent Canada Ltd, which is owned by France's Schneider Electric SA, warned customers about the attack, which hit operations in the United States, Canada and Spain, the cyber security news site KrebsOnSecurity.com reported on Wednesday. It cited experts who said digital fingerprints left during the attack pointed to Chinese hackers.

China is often cited as a suspect in various hacking attacks on companies in the United States and other nations. Beijing dismisses allegations it is involved.

The U.S. Cyber Command's top intelligence officer accused China on Thursday of persistent efforts to pierce Pentagon computer networks.

Candice Bergen, an aide to Canadian Public Safety Minister Vic Toews, did not directly address the Telvent incident when asked about it in Parliament.

The opposition New Democratic Party said the Conservatives needed to pay more attention to security concerns when looking at foreign takeover bids.

"Cyber security is something we have to pay attention to and that ... includes how deals are set up and trade deals are set up and acquisitions are made," said legislator Paul Dewar, the party's foreign affairs spokesman.

Although Industry Minister Christian Paradis is responsible for deciding whether the CNOOC bid should be approved, independent Conservative legislator Peter Goldring says a parliamentary committee ought to examine it.

"One of the main priorities of this committee will be to determine whether a foreign state-owned enterprise is an acceptable bidder ... for taking over a Canadian corporation," he said in a statement.

If a committee were set up it could delay the government's timetable for a ruling on the CNOOC deal. Paradis is expected to announce that decision by Nov 12.

An organization that regulates U.S. electric utilities is looking into the breach at Telvent Canada Ltd, which makes software that energy companies use to manage production and distribution of electricity. Telvent acknowledged a breach had taken place but gave few details.

The government's Canadian Security Intelligence Service says hackers try to break into government networks every day.

"Another traditional economic espionage target we often come across is the oil and gas industry," the spy agency said in its annual report released last week.

CSIS did not identify nations it said were responsible for the attacks. In 2010, the head of CSIS said ministers in two of Canada's 10 provinces were under "the general influence of a foreign government" and made clear he was talking about China.

What do Ohio's white working-class voters want?

BRIDGEPORT, Ohio (AP) ? To look at Ohio is to glimpse America in a nutshell ? a state full of places where laborers, truck drivers, cooks, store clerks and business owners form the backbone of small-town life. Places where the deli cashes checks, cars and trucks are "vehicles" and the NFL takes a back seat to high-school football.

It also is a place where presidents are made. No candidate has won without Ohio's 20 electoral votes since John F. Kennedy in 1960. Barack Obama won here in 2008 by about 260,000 votes, 52 percent to 47 percent.

That's why Ohio's white, working-class voters have taken center stage in the election, with Obama and Mitt Romney crisscrossing the state this week as they enter the campaign's homestretch.

These voters may well decide who wins the White House. So what do they want? About two dozen interviews in eastern Ohio revealed some answers:

They are looking for a president who understands what it's like to punch a time clock all month and still come up short on the bills, for a leader who will help the people in work boots as much as those in wingtips. They see money being doled out, from welfare to bank bailouts, and ask why nobody has lent them a hand. They talk of getting rid of everyone in Washington and starting fresh.

Generations of sweaty work and union membership make many deeply skeptical of a Republican multimillionaire CEO like Romney, and polls show he trails among white working-class Ohioans. But there also is widespread frustration with the Democratic president and pessimism about the future.

"If the election was right now, I'd choose 'none of the above,'" says coal miner J.R. Cross, leaving a payday loan store in Bridgeport with money for his oldest son's college bill.

He voted for Obama in 2008 but thinks the president helped Wall Street and the auto industry instead of the working class. He thinks Romney favors the rich and that he bankrupted companies to make investors a profit. His vote will be a last-minute decision ? and he doubts that it will make a difference.

"Whoever gets elected, we're screwed," Cross says.

Nationally, Romney holds a strong edge among white voters with jobs and no college degree: Sixty-three percent favored Romney, compared with 28 percent for Obama, according to an Associated Press/GfK poll conducted Sept 13-17.

But the president does much better in union-heavy Ohio, where Obama's auto bailout has helped keep unemployment a point below the national rate. Fifty-one percent of white voters with no college education preferred the president, compared with 45 percent who backed Romney in a recent University of Cincinnati/Ohio Newspaper Organization poll. The margin of error was plus or minus 6 percentage points.

"I think Obama can bring things back. I really do," said Valinda Liggett, an electrician, as she shopped in a dollar store in Dillonvale. "He's trying. Rome wasn't built in a day. He can only do so much."

Still, conversations with people along the hills and in towns around state Route 7, which hugs the Ohio River on the Ohio-West Virginia line, showed much frustration with the economy.

Shuttered steel mills and the Great Recession have drained businesses and jobs from what once were vibrant towns. Many dislike the Obama administration's stance on the coal industry, which puts food on thousands of tables in this region. Along the two-lane roads that curl through the hills west of Route 7, yard signs reading "Stop the War on Coal ? Fire Obama" are a common sight.

Millie Brown, who tends tables and the grill at a Steubenville truck stop, has some choice words for both candidates. When you make $20,000 a year, she says, every day is a struggle.

"It's hard to make enough to buy gas to drive to work, let alone pay bills," she says, pulling on a generic menthol cigarette. "A gallon of milk is $4.29. That's ridiculous. I never thought I'd see the day when eggs are $2 a dozen."

Like many others interviewed, Brown says the economy would be much better if Obama had used stimulus funds to give large checks ? five, six or even seven figures ? to individual working Americans.

The math doesn't come close to adding up, but this frequent flight of fancy shows how wrong it feels to many of these voters when bailed-out banks pay huge bonuses, or first lady Michelle Obama goes on an expensive trip, or Romney parks some of his millions offshore.

"I'm a white guy with a job. I won't get no help," says Tony Gern, a truck driver from Coshocton.

His girlfriend works two jobs, but they are still barely scraping by. Gern came up short one recent month and tried to get some government assistance but was turned down. "A guy that has no job, 10 kids, he can go to the welfare office and they hand him a check," he says.

Gern says he will watch the debates before deciding how to vote. Right now, he sees Obama as more of a regular guy than Romney.

"If I was digging a ditch, Obama would come down and get a little dirty. He'd probably do it with me," Gern says. "Romney, he wouldn't do it. He's never done that kind of work. He's never had his hands dirty."

But Romney's business career is a plus for Russell Banfield and his wife, Betty. The retired couple ? he was a coal miner; she was a secretary ? are classic Ohio independents who voted for Ronald Reagan, Bill Clinton, George W. Bush and Obama.

Now, they are disappointed by the president's decisions on the deficit and the stimulus.

"If I have a problem here on my property, will the USA bail us out?" Russell Banfield says, standing outside his one-story house in Belmont, population 453. "We're on a limited income. We have to make do. Why doesn't Congress? Why doesn't the president?"

"Romney is rich, he made money, he worked, he earned it," Banfield says. "He had a brain to know how to do it, so he has a brain to know what to do now."

An hour down the road, behind the cash register of a small market, Debbie Winland greets customers by name as they buy items like spaghetti sauce, beer, hot pepperoni rolls wrapped in foil and high school football tickets. Movies on VHS tape cost $5.

Winland is troubled by bailouts, the stimulus and people who work their whole lives but end up with nothing. Both candidates seem out of touch: "They're neck and neck, really. Zero to zero," she says.

"Give me someone to vote for."

D.C. budget bomb restrains job growth

It?s Washington, stupid.

Even as the U.S. economy begins to push up ?green shoots? of recovery ? from a housing market bouncing off the bottom to a buoyant stock market ? businesses worried about the deep dysfunction paralyzing the political process have begun to hunker down.

The latest evidence of came from the government's monthly report on orders for so-called durable goods, which plunged in August. Much of the drop came from a cluster of cancelled orders for airplanes, even one of which can have a huge impact on the data.

But the rest of the data pointed to a wider pullback: orders for machinery fell 4.7 percent, computer orders dropped 2.9 percent, and communications equipment orders were down 7.1 percent.?

Economists say worries about what's happening in Washington are behind the pullback.?

?Businesses have become more pessimistic as we approach the fiscal cliff with no resolution in sight,? said Paul Edelstein, an economist at IHS Global Insight.

With a massive "fiscal cliff" of tax increases and spending cuts set to kick in at year end, Congress and the White House have all but quit trying to break the budget impasse. If the unprecedented belt-tightening takes effect next year, economists believe another U.S. recession would almost certainly begin. On Thursday, Fitch Ratings, which rates corporate and government bonds, warned that unless the budget bomb is defused, world economic growth will be cut in half next year.

Against that backdrop, business confidence has fallen to its lowest point since the third quarter of 2009, according to a survey of American CEOs by the Business Roundtable released this week. Though more than half of those who responded expect their sales to rise over the next six months, about a third said they plan to cut U.S. jobs over that period, up from 20 percent a quarter ago. Just 30 percent plan to boost spending on new equipment, down from 43 percent three months ago.

Until recently, American companies had managed to squeeze out more profits with very little new hiring, largely by getting more work out of the same labor force and by investing in new equipment that lowers costs and boosts output. Slower spending on capital equipment could slow or reverse that trend.?

Job seekers find warm welcome in Plains states

There?s been recent evidence that consumers are feeling more confident, which could help boost the spending category that accounts for 70 percent of the U.S. economy. The Conference Board?s latest monthly survey showed?its confidence index rose by nine points?to 70.3 percent.

But the improvement is relative, according to David Rosenberg, chief economist at Gluskin Sheff.

?It is one thing to say consumers are feeling better (maybe the respondents this time were card-carrying Democrats), another thing to say they?re feeling well. After all, to put 70.3 in perspective, the consumer confidence index averages 78 in recession and 102 in (economic) expansions,? Rosenberg said.

Weak growth ahead
Throughout the year, the economy has been adding jobs.?But the?pace has been too slow to make a significant dent in the unemployment rate, which is stuck above 8 percent some five years after the recession began. That makes this recovery the slowest, by far, of any since World War II.

The latest evidence of that slow growth came Thursday in the government?s final tally of gross domestic product for the second quarter, showing that the economy advanced at a weak 1.3 percent annual rate ? slower than the initial estimate of 1.7 percent.

Roughly half of the revision came from better data on the impact of the Midwest drought, as the level of farm inventories turned out to be less than initially reported. The drought is expected to continue to weigh on GDP growth this year, according to Nigel Gault, chief U.S. economist at IHS Global Insight, which expects third quarter GDP growth of just 1.5 percent..

?The economy overall has only weak forward momentum,? he said in a note to clients. ?The news from housing may be improving, but manufacturing is struggling now, because of weakness in exports and business fixed investment."

The latest weekly report on new claims for jobless benefits, seen by some as a bellwether of hiring patterns, fell 26,000 to a two-month low of 359,000. But the results may also indicate that fewer people are eligible for benefits as the weak labor market has forced more workers to take odd jobs or leave the work force altogether.

Despite gradual improvement in the job market, nearly 13 million people are still out of work. The Labor Department said Thursday its latest annual revisions show that it likely undercounted job growth in the 12 months through March by 386,000.

But even with the slight increase, the government?s data show that the economy produced roughly 140,000 new jobs a month since the recession ended in June 2009, or about 5.5 million. That?s far short of the nearly 9 million workers who were sidelined by the recession.. ?

The Fed?s latest effort to boost job growth has targeted the housing market with a plan to buy $40 billion in mortgage bonds every month - until further notice. The move has already nudged mortgage rates down to a new record lows of 3.40 percent this week, sparking another round of home refinancing?s. Those lower monthly mortgage payment swill free up a little more cash for consumers to spend.

But it?s not at all clear when or how pushing mortgage rates lower will create more jobs. That?s why the Fed?s policy makers were not in agreement on the latest move to try to boost growth.

?We are unlikely to see much benefit to growth or to employment from (another round of mortgage bond buying,)? said Charles Plosser, president of the Philadelphia Federal Reserve, in a speech Tuesday. ?Conveying the idea that such action will have a substantive impact on labor markets and the speed of the recovery risks the Fed?s credibility.?

The stock market seems to think better times, or at least continued gains in corporate profits, lie ahead. Market indices are up nearly 13 percent off summer lows, which has added to household wealth.

Homeowners? wealth has also gotten a lift from rising home prices, which have been up for the past six months in a row.

Romney: Obama Not 'Coming Clean' About Benghazi

Stopping just short of calling the Obama administration's handling of the Libya attack a cover-up, Republican presidential nominee Mitt Romney said that the president "hasn't wanted to level" and come "clean" with what really happened during the attack on the U.S. consulate in Benghazi, where U.S. Ambassador Chris Stevens and three other Americans were killed this month.

"The White House and the President are continuing not to admit what their own administration is saying, and I think it is pretty clear that they haven't wanted to level with the American people," Romney said this evening in an interview on Fox News taped today in Dayton, Ohio. "We expect candor from the President and transparency, and he continues to refuse what is said by the other members of his administration. This was a terrorist attack. We were attacked, apparently, by al Qaeda and it is a very troubling development."

White House press secretary Jay Carney used the word "terrorism" last week for the first time to describe the attack. Romney said as soon as the White House learned it was terrorism they should have said so, and not waited as long as they did to reveal it to the American people.

"I can't ascribe exactly what the motives were for the President and the administration of not coming clean very early on, pointing out that that stage, the very early days they didn't know exactly what had happened, but as soon as they learned, as the intelligence community has indicated that this was a terrorist attack, they should have acknowledged that as opposed to continuing to pretend that this was something other than that."

Romney said that he believes leaders in the Obama administration "want to do their very best to keep the people of American from understanding exactly what happened."

Rep. Paul Ryan, who was also interviewed, said that it's up to Americans to decide "whether this was a cover-up or not."

"I think you would want to ask that question of the President, why he is not on the same page with his own administration officials who are saying that this was a terrorist attack," Ryan said. "I think as facts unfold, we will get to the bottom of this."

Home price bounce will help boost?economy

The ongoing rise in home prices, up for the sixth month in a row in July according to a widely followed index, is bringing some badly-needed support for an ailing U.S. economy.

The road back to economic health, though, is going to be a long one.?

U.S. single-family home prices rose?in July, though the improvement was not as strong as expected, a closely watched survey showed on Tuesday.

The S&P/Case Shiller composite index of 20 metropolitan areas gained 0.4 percent in July on a seasonally adjusted basis, shy of economists' forecasts for 0.9 percent, according to a Reuters poll.

On a non-adjusted basis, prices fared better, rising 1.6 percent.

Compared to a year ago, prices in the 20 cities were up 1.2 percent, beating expectations for 1 percent. It was the second month in a row year-over-year prices have risen.

Tuesday?s home price data confirmed "recent good news" about the sector, David Blitzer, chairman of the index committee at Standard & Poor's, said in a statement.

"All in all, we are more optimistic about housing. Upbeat trends continue," said Blitzer.

Home price rebound

Most economists think home prices have stopped falling and are slowly headed back up. But the recovery to pre-bust levels will take years.

Some six years after the housing market collapsed, the forces of supply and demand that sent prices plummeting now appear to have laid a firm foundation for a sustainable recovery, according to many economists.

?The rise in home prices across the nation reinforces the view that housing is now leading rather than restraining the economy,? said Joel Naroff, chief economist at Naroff Economic Advisors

The U.S. housing market?s long slumber has been a major drag on the wider economy?s recovery from the 2007 recession. Now, as that market force shifts from a headwind to a tailwind, economists expect the housing revival to help boost economic growth in several ways.

?Strengthening in home prices is a plus for growth through various channels, including increased consumer spending because of wealth and confidence effects, increased incentive to buy before prices go up some more, and increased incentive to lend because of less chance of mortgages turning delinquent,? according to Jim O'Sullivan, chief U.S. Economist at High Frequency Economics.

Rising home prices have helped put consumers in a better mood. Consumer confidence jumped to its highest level in seven months in September as Americans were also more optimistic about the job market and income prospects, a private sector report showed on Tuesday.

Homebuilders are also feeling more upbeat. ?

Both home resales and groundbreaking on new houses rose in August, helping to lift business sentiment among homebuilders to a more than six-year high.

Housing starts rose 2.3 percent last month, the fastest in more than two years, and are up by more than 20 percent in the past year. But the gain follows a collapse that saw new home sales crash from a nearly 1.4 million annual rate in mid-2005 to fewer than 300,000 last year.

Foreclosure backlog
The recovery in home prices comes as the supply of ?distressed? properties has begun to ease. Those include houses seized by banks in foreclosure and so-called ?short sales,? in which a bank approves a sale for less than the outstanding mortgage balance. But with default rates still high by historical standards and a large backlog of pending foreclosures, those properties will continue to weigh on the market.

Capital Economics housing economist Paul Diggle figures the supply of homes for sale has fallen some 23 percent over the past year, while the pace of sales has picked up by 11 percent. That?s brought the number of homes on the market back down closer to historical levels.

?Supply may not fall much further, but with demand continuing to improve, the market will remain tight enough to sustain price gains,? he said.

Nationwide, Diggle expects price to close out 2012 with a gain of about five percent, after giving up some ground later this year as they typically have during the slower selling months in winter.

Demand for houses could also get a lift from the Federal Reserve?s recent move to force mortgage rates, already at historic lows, even lower. The Fed is hoping that cheaper credit will prompt?potential home buyers to take the plunge.

The central bank's announcement earlier this month that it would spend $40 billion a month to buy mortgage-backed bonds has already forced the yields on those securities sharply lower.

But for many borrowers, low mortgage rates aren?t the problem. Bankers have been demanding higher credit scores before approving loans, and with unemployment stuck above 8 percent, many would-be home buyers can?t get a mortgage.

Lower rates could also help spur the economy by helping existing homeowners with mortgages refinance to a lower monthly payment. But millions of them ? roughly one in four ? can?t get a new mortgage because they owe more on their old loan than their house is worth.

?It remains to be seen just how much of this fall (in mortgage rates) will be passed through to borrowers,? said Diggle. ?And in any case, with rates already at record lows and credit still very tight, any fall probably won?t make a dramatic difference to the recovery."

Rising home prices will slowly lift underwater houses back onto dry land. But the process will take years.?

Nationwide, homeowners with mortgages owed some $689 billion more in the second quarter than their homes were worth, according to CoreLogic. But the recent uptick in home prices is providing some small?relief; that number dropped by just $2 billion from the first quarter to the second quarter. Of all homeowners with mortgages, some 10.8 million ? more than one in five ? were still underwater in the second quarter, according to CoreLogic.

WASHINGTON (Reuters) - Forty-seven Republicans in the U.S. House of Representatives are pushing Speaker John Boehner to eliminate the wind production tax credit, a tax break that has split Republicans and drawn criticism from presidential hopeful Mitt Romney.

Democratic President Barack Obama has urged Congress to extend the credit, which dates to 1992 and has support from Republicans in states that are home to wind farms and manufacturing plants, such as Iowa and South Dakota.

The credit has other powerful proponents in big companies that buy wind energy. Heavyweights including Microsoft Corp, Sprint and Hewlett-Packard have urged renewal. The industry calls it vital to ensuring jobs, including wind turbine tower manufacturing in a broad swath of U.S. states.

Republican opposition to renewable energy tax breaks has been galvanized by anger over a failed solar project backed by the Obama administration. Republicans referred to that project, a start-up company called Solyndra, several times in the letter.

"The Obama administration has poured billions into subsidizing its favored green energy sources," reads the letter dated September 21 from House Republicans to Boehner, also a Republican. "Twenty years of subsidizing wind is more than enough."

Signers of the letter include Republicans on the Energy and Commerce Committee, but does not include members of the powerful tax-writing Ways and Means Committee, which is led by Representative Dave Camp.

A spokesman for Boehner said the issue will be addressed after the election.

Mitt Romney, Obama's Republican rival for the presidency in elections on November 6, irked some members of his party when he backed ending the subsidy earlier this year.

Prominent Senate Republicans including Charles Grassley of Iowa are big wind credit supporters and extension is included in Senate legislation still pending.

The House and Senate are expected to make a decision on the wind credit, along with a slew of breaks known as "tax extenders" and the larger issue of individual tax rates, after the elections and before the extenders expire at year's end.

Confirming blog reports, The Associated Press found that the Verizon?iPhone?5 accepts an AT&T "SIM card" ? a little chip that identifies a phone to a wireless network. The phone can then be active on AT&T's network.

It's the first time Verizon?iPhones?have been able to access AT&T's network without complicated hacking procedures. The feature may mean little to most buyers, since they're signing up for two years of Verizon service. But it does give them the option of switching carriers.

It's unclear whether the feature is intended and whether the phones will work with other carriers, such as T-Mobile USA. But Verizon Wireless spokeswoman Brenda Raney confirmed Saturday that the?iPhone?5 models it's selling are "unlocked."

Last year, the first shipments of the Sprint?iPhone?4S were unlocked and worked on AT&T, but Sprint later issued software updates that turned off that capability.

Apple's iPhone 5 ad: Thumbs up?

Apple's first TV commercial for the iPhone 5 (below) is titled "Thumb" and touts its new larger screen in relation to the size of your hand and the radial sweep of your thumb. The spot asserts it's just "common sense."

Apple's ad agency is TBWA/Media Arts Lab.

The ad began airing on network TV in the U.S. late Friday evening, the same day the phone first went on sale. It was posted to YouTube sometime after 9 p.m. (The timing is interesting because those hours are when viewership is at its lowest.)

Apple doesn't need the publicity, of course. The launch of the new product is an event that earns its own free media.

But Samsung has dogged the iPhone 5 launch by counter-programming with ads that spoof Apple fans, who stand in long lines for small phones with tiny screens. Samsung even bought the name "iPhone 5" on YouTube so that people searching for video of the new device would see results for the Samsung Galaxy S III.

Now Apple is finally out of the gate with its own campaign. The ad is co-branded with Verizon in the metro New York market.

Review:
AVG's updates for 2013 look to the future while struggling to overcome the problems of the past. There's a new interface optimized for Windows 8 that really does make the suite easier to use, and the suite once again tackles its lengthy installation procedure. However, one of the best new features in AVG was actually introduced as a midyear update during 2012.

Installation
We found that the program can go from completed download to ready to use in about 5 minutes.

AVG's touted its five-screen installation for several years now. While it's true that the process continues to be short, it's important to call out a few improvements and one glaring snag.

The installer itself now weighs in at 33MB, down from more than 100MB two years ago. The installer also does not require a reboot. This isn't surprising for Windows 8, but even on computers running Windows 7 and older, installing AVG will be reboot-free. Unfortunately, not only do you still have to opt out of AVG's toolbar and SafeSearch if you don't want them, but even when you choose only the toolbar, it commandeers your default location bar search in Firefox. This is, of course, problematic because the toolbar provides some important security options, such as AVG Do Not Track.

AVG loses points as well for force-shutting your browser without warning during installation, and for not adapting the installation options to Windows 8. AVG has retained the small check boxes from previous years, which are difficult to use by touch.

A more customer-friendly approach would be to go for an opt-in process that doesn't move forward until the user makes a decision. After all, this is what AVG does when asking you to choose between AVG Free or a 30-day trial of AVG Internet Security.

Shouldn't we be done with search engine commandeering by now?

Interface
Windows 8 has forced every Windows software maker around to reconsider how its programs look, and that's a good thing. Whether kicking and screaming, or gleefully leaping, software designers are changing how they make their Windows apps, and AVG is no different.

Although the security suite had been using a variation of the same interface for years, the 2013 suite has been overhauled with a new one that embraces large, boldly colored, tile-like buttons that ought to feel at home in Windows 8.

The new main interface lays out AVG's features in a clean, legible manner. The upper right corner has links to Reports, Support, and Options. At first blush, the Options list is overwhelmingly long, but navigating is impressively accurate on a touch screen. It contains direct links to features that are also available behind the tiles that take up most of the interface.

Next on your way down the main screen is a protection status notification in green for safe or red for unsafe, and then there are three rows of tiles. The first row of bright green tiles are links to core security options: Computer, Web Browsing, Identity, E-mails, and Firewall. The second row are blue, and link to AVG's performance optimizer, parental controls, and the backup service LiveKive. Next to LiveKive there's a button for AVG apps, new services that haven't been revealed at the time of writing.

The third row contains two teal buttons, one to commence a scan and one to update virus definition files. If you're running AVG Free, the bottom quarter of the interface is an ad to upgrade to AVG Internet Security 2013. Behind each of the buttons is a deeper dive into its associated functions. Under Computer, for example, you have access to antivirus and antirootkit scans, statistics, and configurations.

The interface is basically highly navigable, except that people with Windows 8 touch screens could find the third level down tricky without a mouse. If you go into Configurations or another deeper settings level, the advanced settings options could still be too small for some people to easily adjust.

Do note that AVG is essentially running a Windows 7 program with Windows 8 dressing. It opens to Desktop mode, and runs in a single window that doesn't take up the full screen. It's possible that there have been under-the-hood improvements that will allow AVG to adapt to a Metro interface easily, but that's not available yet.

Features and support
While the interface is new, and as you'll see below, the performance improvements are stunning, AVG's focus for 2013 has not been to push aggressive new security tech. That's okay. Instead, the focus this year was to bring some tech that exists at competitors to AVG's enormous, 128-million-strong active user base.

When you start AVG for the first time, a window appears over the main interface that promotes links to its new, free 24-7 telephone support; the AVG Android app; and a tutorial on getting started. As one of the best-known names in Windows security, we like that AVG is making it easy for newcomers to get acclimated.

There's a new file reputation system, which AVG also uses in conjunction with its scans to scan dramatically faster than before. Basically, it looks at a file in the order that its bits were saved to disk, not in order of the directory file tree. It may sound hokey, but as the benchmarks below show, it's an effective technique. By cross-referencing that data with what other AVG users are running, AVG is able to create a more effective net for blocking malicious files.

The file reputation is an extension of AVG's "smart scanning," which takes advantage of AVG's behavioral detection network to scan known safe files once, and rescan them only if it detects changes. As with its competitors, AVG's network is made up of its user base anonymously contributing data up to the cloud. You can choose to opt out of contributing your data when you install, or from the options menu. AVG says opting out won't negatively affect your security.

The smart scanning tech also gives you a built-in system resource manager that prioritizes scans. If a scan is scheduled to begin while the computer is in use, it will automatically restrict the scan so that it runs more slowly but doesn't interfere with the computer's other tasks. When it detects the computer idling, it will then allocate more power to the scan. The feature comes with a slider so you can customize how sensitive it is.

Another major change was introduced earlier in the year. AVG's Do Not Track add-on has been folded into the AVG toolbar. AVG's version lacks the nuance of Abine's Do Not Track Plus, making it more of a logger's chainsaw than a surgeon's scalpel, but it's still good to get privacy-protecting tools out to as many people as possible.

AVG offers a wide range of effective tools for keeping your computer safe. Along with the expected antivirus and anti-malware engines, it has rootkit detection and removal; fake antivirus and ransomware blocking; and basic e-mail and identity protection.

The LinkScanner tool has been improved to watch out for more dynamic code, which is essential in the security game because threats are mutating at such a rapid rate.

The PC Analyzer scans your system for Registry and disk errors. It includes a disk defragmenter and a broken-shortcut cleaner, as well. Although the feature is restricted in full to paid users, if you have the free version, the PC Analyzer comes with a one-time offer to clean all errors it finds. It provides a link to a download of the separate PC Analyzer tool, once the scan is completed. This is an interesting twist on the idea of letting users detect but not repair errors, and it provides more functionality while not affecting the basic security of your computer. However, it's likely that some users will shy away from the extra download.

Other features are restricted to users of AVG's paid upgrades. The paid upgrade version of AVG Anti-Virus 2013 distinguishes itself by offering a chat link shield, a Wi-Fi guard for open Internet connections, and a download scan for files sent via instant message that looks at all ports, not just port 80. The PC Analyzer option mentioned earlier is also included, and comes without restrictions.

AVG Internet Security 2013 includes all that AVG Anti-Virus 2013 offers, and adds in a firewall and antispam protections.

Performance
AVG claims major performance improvements in the 2013 versions, and both CNET's own tests and independent labs appear to bear this out.

CNET Labs' benchmarks found that this year's version leaves a lighter touch on your system than last year's, a big change for the better for AVG.

We can report that AVG's boot time impact was faster than average in general. AVG Anti-Virus 2013 was around 10 seconds faster than the average suite, while AVG Internet Security 2013 was about 5 seconds faster than average and AVG Anti-Virus Free 2013 was about 5 seconds slower. This is better than last year, when AVG was slower than average, and it's better in general, as AVG tends to have a big impact on startup.

Shutdown impact continued to be minimal, around the same as last year -- among the best we've seen at this point so far.

In our other tests, AVG was much faster than the median. The scan times on AVG Anti-Virus 2013 and its free sibling were the two fastest so far this year, and AVG Anti-Virus Free 2013 also notched the fastest time during the MS Office performance test. It wasn't just the fastest, either, it was faster than an unprotected computer with the same specs. AVG claims that this is because of how it reads your computer's files. Whatever the cause, it's clear that in some cases, AVG improves in-use system performance.

Third-party efficacy results haven't been published yet for AVG 2013, but the 2012 suite marks are excellent. In the AV-Test test on Windows 7 from the second quarter of 2012, AVG Internet Security 2012 scored 15 out of 18 overall, a lowish high score. The suite had a 5.5 rating out of 6 in Protection, a 5.0 in Repair, and a 4.5 in Usability. On the same test, AVG Anti-Virus Free 2012 scored slightly better with 15.5 out of 18 overall. The suite had a 5.5 rating out of 6 in Protection, a 5.0 in Repair, and a 5.0 in Usability.

The most recent AV-Comparatives.org Whole Product test, which looks at on-demand scanning, retroactive tests, and "real-world" guards including cloud-based protections, puts AVG Internet Security 2012 in the middle of the class, out of 21 suites tested. Looking at Whole Product test results cumulatively from January 2012 to June 2012 shows AVG came in 13th, blocking 97.7 percent of threats.

When it comes to security, AVG isn't hands-down the best out there. But it is more effective than it used to be, and it's clear that it takes a smaller toll on your system than it used to. Those are big gains for the suite.

Conclusion
AVG Anti-Virus Free continues to offer an excellent if not perfect level of security, and deserves a serious shot at being your go-to suite. If you're unhappy with your current suite because of its impact on your system performance, AVG is definitely worth checking out.

You get a fair number of extras when you pay to upgrade, but it's not essential and really only for people who either feel safer when they pay or want the added bonuses. However, if you're on a Windows Vista or XP computer, you definitely ought to have a firewall upgrade. You could get a free one, but if system resources are a concern, it's worth checking out one that's bolted to a security suite as with AVG's paid suites.
